Arkansas State to ban abortion, New York State to ease abortion after 20 weeks:

The Republican-controlled Arkansas state Senate approved a measure yesterday (February 18,2013) to ban abortions after 20 weeks of pregnancy except in the case of rape, incest or to save the mother's life.
The bill called 'The Pain Capable Unborn Child Protection Act' passed the Senate, 25-7 with certain amendments like allowing abortions in case of incest and rape., shortening the existing 25 weeks to 20 weeks.
The earlier version of this bill allowed exemptions only to pregnancies that threatened mother's life. Late-term abortion after 20 weeks is banned in the new bill because of the heated debate on medical research that a fetus feels pain starting at 20 weeks of gestation.
But in New YorkGov. Andrew Cuomo is putting the finishing touches on legislation that would guarantee women in New York the right to late-term abortions when their health is in danger or the fetus is not viable.
In his recent State of the State address Governor Cuomo promised that he would rewrite the current law to allow abortion up to 24 weeks and after 24 weeks only if the pregnant woman's life is at risk.
The law is not enforced, because it is superseded by federal court rulings that allow late-term abortions to protect a woman’s health, even if her life is not in danger.
Mr. Cuomo’s proposal, which has not yet been made public, would also clarify that licensed health care practitioners, and not only physicians, can perform abortions.
New York legalized abortion in 1970, three years before it was legalized nationally by the Supreme Court verdict on Roe vs Wade.
A number of anti-abortion groups have also formed a coalition called New Yorkers for Life, which is seeking to rally opposition to the governor’s proposal using social media. Thousands of New Yorkers who oppose the measure have sent messages to Mr. Cuomo and legislators via the Web site of the New York State Catholic Conference.
